Overview
The plebeian council emerged as a distinct institution of the plebs. It elected tribunes and plebeian aediles and passed plebiscites.
Why It Matters
After the Lex Hortensia, plebiscites were recognised as binding on the entire Roman people. This made the council an important route for legislation.
In Roman Practice
Patricians did not participate. The council’s political force depended heavily upon tribunes able to mobilise attendance and withstand opposition.
